If you have a group of people to do it with it, it's fairly easy to do. If not and you're relying on dungeon finder, then I would say 165+ is enough to go into it.

Great changes overall. 15s will have same or similar rewards as now and they will have almost the same scaling but if you push to 20s you can get mythic raid ilvl loot with valor and mid tier mythic raid ilvl from vault.
