I have been asking your question on these forums but no convincing answer. Some say DEX increases your rolling speed itself as well as the distance you roll.

It doesn't scale with stats so upgrading it will essentially just be wasting a lot of souls. If you want something fast and agile you're looking at a dexterity weapon, so if it's going to be something you continue to use you should probably level dexterity as well as strength going forward. There are many good options for dex weapon.
