The best (as far as I know) is Gelid Cryotheum, but other good ones include Destabilized Redstone and Resonant Ender. Just fill the inside of your reactor with your liquid of choice and you're good to go! So, I built a series of test 5x5 reactors and picked one of the better ones (8 rod controllers, center is coolant/moderator) and tested what blocks/liquids I could find worked best.
