If the party does TPK, my advice is to toss the ball back to them. If they want a new party, let them decide how they will pick up the trail. Retcon things if you have to. When I've TPKed in the past, as a player at least, I tend to prefer scrapping the campaign altogether. Sometimes the bad guys win, and that can be a satisfactory conclusion.
