Nope, a Lich only needs said item to be "re-formed" AFTER having been killed. Just destroying it doesn't kill the Lich, it merely prevents the Lich from coming back after you'd eventually kill it. Then that begs the question, if it's destroyed and we survive, what stopping us from creating a new one.

Lich has a choice to pick a skill that basically turns your elemental damage into negative energy, thus ignoring their normal resistances / immunities. You don't really need it and the lich spells are ridiculously powerful even without them, but it's there if you want it.
