I got a red border Cataclysmic from the free chest at the beginning of the raid yesterday. I bet they are extremely rare since I have 23 looted clears and that was my first one from that chest. Spoils has never given me a red boarder outside of the weekly 1st purchase on normal vow. I have spent thousands of spoils.

At the end of the final encounter you can get one red border for a weapon of your choosing then after that you can buy as many white borders as you want. There is a small chance for weapons which are dropped at the end of encounters to drop as red borders, so does this also apply to the spoils weapons.
