From reading the Difficulty page I linked, on the 3.0 system 0.2 was the old 1.0 difficulty.You have to move the sliders, you can set say...the player resistance from 1.0 - 3.0 making you take less damage, player damage from 1.0 - 3.0 so you do more damage.
