The reason the light is flashing is that the power outage has switched the thermostat back to setup mode. When a Honeywell thermostat is in setup mode it normally causes the “Cool on” light to blink. If the thermostat shows you that it is in setup mode you just have to set your thermostat again and the problem will be solved automatically.
