There is a certain health-range between unconscious and dead. You need to hit that. Using a 'non-lethal' weapon increases that range, so it makes the whole thing easier (but its not guaranteed to keep them alive). There are three thing to keep in mind. -Dont hit 'em after the go down. So no button-smashing.

I'm having kinda the same problem. I think it's not a bug but a fix to one.
