You're not meant to keep Izanagi. You're meant to constantly be fusing new personae when the ones you're using start to become weaker.
It is ALOT harder to make Izanagi keep up than to just ditch him. You have to grind stats via shuffle time. Grind Levels (persona levels do factor into hit rate and damage) Grind Skill Cards in shuffle time or spend time. Put up with his extreme lack of resistances. Sometimes they get a decent passive skill if levelled up a bit, which you can pass on by fusing, but beyond that there's no reason to keep a persona when a better one becomes an option.
